Is is legal?
Is it legal for a landlord or apartment complex to force you to take & pay for cable tv?

No, you must be permitted to move and live somewhere else.
It would be cruel for a landlord to force you to watch cable. Most of it is junk, or reruns of network TV.
However, if you decide you MUST live in his building, you are stuck with all included amenities, like roof,walls, floors and CABLE TV!!!!
