Does a tennant have the right to change the locks on a rental property without giving the landlord a key?

No, the landlord must be able to gain access in case of an emergency. With good reason. If as a tenant you change the locks, and the landlord can't get in if there's a water leak or something and damage occurs as a result, you would pay greatly.
