Breach of Contract?

In Jan of 2004 I purchased a new home. At the time of close the house had a few issues with the building code inspection. So a temporoary Certificate of Occupancy was issued by the inspector to the builder to satisfy closing requirements. The issues of the inspections have not beeen resolved and the temporary Certificate of Occupancy has long expired. What is the builder liable for? Is he in breach of contract? Can he be made to purchase the home back? Also the type of loan I used was a VA loan if that has any importance.

Your questions raises issues that really cannot be dealt with here. I suspect that you have a large investment here as well as a large obligation (mortgage) which only wants the payment.
