An old co-worker has a book of mine and refuses to give it to me. Can i take her to small claims court over this?

Yes, you can ask for specific relief (i.e. give me my book back), or fair market value, but unless it's a valuable or sentimental book, perhaps autographed by the author or a gift from someone special, or you're just particularly angry about it, I'd say let it go. You'll spend more to get it back than it's worth.
I always say, if you loan someone twenty bucks and you never see them again, it was money well spent...
