Legal Question in Sexual Harassment in Kentucky

I live in Ashland KY. I go to the community college there are was sexually approached twice, once with contact down the front of my pants and the second time was on my backside, asking me to go home with him and his husband. I left school that instant and haven't been able to go back since. I have spoken with school officials and they listen but never get back to me with an answer. I have also filled a report with the sheriffs department as well. I can't afford to get a lawyer so I'm going to have to do this myself. what would the first step in filing a suit against the college?
