My ex-father-in-law recently passed away 2011. My ex-husband was his only child and passed away in 2007, niether of them where married at the times of thier deaths. My daughter is the only grandchild and i am told the only hier to my ex father-in-law. Upon finding out about his death, my ex-husbands half-brother ( not a child of my ex father in law) presented a bill to the estate of the father-in-law for the funeral of my ex husband. My question is ... does the estate have to pay for the funeral that took place in 2007 that was contracted for by the half brother?

No, not unless your ex-father-in-law had agreed to pay that debt, making it a debt of the estate.
