In Kentucky, if there are no natural born or adopted children, then the next to inherit are the persons parents. If no parents, then the persons siblings inherit. If no siblings, then a spouse. If there is no spouse, then grandparents. If no grandparents, then to aunts and uncles and their descendants.

So, if it really is just the stepdaughter versus a niece - the niece wins.
