Yes a commissioner of oaths is an advocate who has been admitted to practise law in Kenya and has done so for atleast 3 years and has made an application to be appointed a commissioner for oaths and his application has been approved and issued with a certificate to practise as a commisioner for oaths and one has to take an oath before a commisioner for oaths otherwise if the document is to have any force in law it has to be witnessed.
