Legal Question in Immigration Law in Lebanon

We have been selected in the DV2011 Diversity Visa Lottery, we are a family of 3 (me, my wife & daughter).

We are planning to land in the US next August to get our Green Card. We will stay there Just long enough to apply for a Re-Entry Permit. Because we have commitments in our native country, we cannot stay away for more than one month. Please help with these questions:

1- Will one month suffice to undergo the required formalities to obtain a Re-Entry Permit (with the required Biometrics taken)?

2- Will the place we will be staying in (while in the USA) have any implication on the speed with which the procedure will be carried out?

3- How much will it cost (approximately) to have a lawyer assist us in this matter?

I assume that you not merely were selected but actually have obtained your DV immigrant visas. Please clarify what US consulate issues the DV visas, when your visas will expire, where in the USA you plan to settle and why will you have to go back to your home country.
