If a creditor pursues me,
at what point do they get charged with contempt. after they request a conference hearing with a judge?

A creditor is not in contempt if they are pursuing you for a debt you legally owe. Unfortunately, your creditors can pursue any non-exempt assets, including your wages if you legally owe them money.
If you feel a creditor is pursuing you for a debt you do not legally owe, you need to speak to an attorney.
