Legal Question in Business Law in Louisiana
I bought a new computer last night and found out it has already set up and registered by another individual? Is that legal?

It is legal, but might not be ethical if the unit was sold to someone else and then sold to you as new. It may be that someone working for the store was making sure it performed properly and had to register. If you don't want it take it back and demand one not used.
