Where do I find information on residency quailifications for Louisiana?

I will be working in Louisiana for 12 months but home address in Tn. do I need to become a resident of LA.

No you don't, but you certainly can. Residency is established in six months for certain actions but if you intend to live hereif you change your address to Louisiana, get a drivers license, etc-you are a La. Citizen.
