I’m formulating, bottling, labeling a cosmetic product for a private business. I created the label, can that business use the label on a product I’m not producing for them?

That depends on who owns the intellectual property rights, which depends on several factors. For example, if you were an employee and created the work as part of your job, they own the rights. If you were contracted to design it, was there a contract or agreement and what were the terms. You should consult with a lawyer familiar with intellectual property.
