Illegal profit

Is it illegal for a business to give parking tickets to its employees guaranteeing the business a profit on these tickets?

i.e.) For instance, say a business provides 5 parking spots for its employees. However, there are 10 employees. The business gives tickets to those employees who are illegally parked(not in a designated spot). If all 10 employees show up for work, the business is guaranteeing themselves a profit worth the value of 5 tickets each day. This seems like it would be illegal being that the business did not provide the accomidations in the first place, therefore, setting up 5 employees for a ticket each day.

I think the situation you are experiencing is more akin to charging for parking rather than a "ticket for illegal parking." I am not aware of a law which would force a business to supply free parking for its employees. Of course the "parking fees" would probably be "income" to the employer.
