is there a law that makes employers responsible for the ordering of goods or service for the company even when the employee is no longer employed

As a Franchise Attorney I think you need to repost your question. I believe you meant to ask about whether the employee is responsible, not the employer, but I'm not sure. Generally speaking, employees are not responsible for mistakes, etc. made during the course of their employment. Consult with a good business or franchise attorney in your area for specific advice.
