Which state to file small claims in?
Our business is located in New Orleans, LA and our client that still owes us money is located in Madison, MS...where do a file a small claims case?

Generally speaking, one should file suit against a defendant in the court/venue where the defendant lives/resides. However, in a business situation--depending on several factors--it may be possible to sue the client/debtor in the court/venue where the business creditor is located (i.e., in your case, New Orleans). I would need to know a bit more details about your business, the client, what was sold/provided, any prior transactions/dealings with the same client, the type of contract or account, the amount of the claim, the age of the claim (i.e., when did the bill become due/owing), etc.
Have you tried collecting it using an attorney? It may be possible to collect the debt without the necessity of filing a suit--no matter where. Again, I would need more information to be able to provide a more definite/customized answer to yoiur question.
