Someone walks into a coffee shop (who offers free internet connections), plugs their laptop into a wall socket, the socket then blows up, shocks the customer, and melts the charger. When viewed closer, the outlet was in fact faulty, because half of the socket was cracked off prior to plugging in the charger. Should the coffeshop be held liable for the expenses of a new laptop charger?

Possibly. If the socket was broken and there was no rule against customers using it, the store could likely be held liable.
Given the small amount of money involved, you should file a small claim with a justice of the peace or city court having jurisdiction over the area where the coffee shop is located. You do not need a lawyer and the loser generally has to pay court costs.
