My brother had a head injury and his wife of 5 months do not want him. How do I do a power of attorney?

If he is conscious, able to sign his name, and able to understand what he is signing, he can sign a power of attorney to anyone. Any notary or attorney can draft and notarize it for him. Most solo practitioners will come to him and have it signed and notarized in the hospital or his home if he is unable to travel.
If he is not able to sign, you would have to petition the court to get authority to manage his affairs.
