Can you sue a substitute teacher for calling a student ''stupid''?

You can sue anyone for anything. Whether the court will allow the suit to go forward, and even if that is allowed, whether there were any damages suffered are things that cannot be answered without knowing more details. I would not take such a case based on what you wrote here.
