Due Process

Can I file a Civil Rights Complaint

in my state's Circuit Court as a violation of my State Constitution,

or do I HAVE to file in Federal Court?

It's hard to answer your question, because I'm not exactly sure what you are referring to. If you want to file a lawsuit alleging violations of the State Constitution, you can file that in state district court. For most causes of action, state court's have concurrent jurisdiction, so you can file in state court. However, some federal civil rights laws require you to file with administrative agencies before filing suit (EEOC), so you should be careful.
