i just found out a job i was working on hired someone in with a degree for 17 an hour and when i had was hired i had a degree and they only could offer me 10.85

It is not illegal for a company to pay you less money than other employees, unless they based that decision on what is called a "suspect classification". Those include age, race, religion, national origin, and sex. If the company is paying women less than men just because they are women, for example, they are violating the law.
