If a black juvenile inmate hits a white juvenile inmate can the black inmate be charged with a crime such as simple battery, although a black inmate who hits another black inmate is not charged with a crime?

Anyone who hits another person, no matter the color, or age, is guilty of simple battery, unless there are extenuating circumstances. I have no clue where you are or where you got your sense of the law, but if what you are saying is happening in a juvenile facility, then the authorities need to be notified.
