Is it legal for a Massage School to charge me for being absent?...and why not give just make up work?

If that is stated in your contract, yes. The contract (or student handbook, or whatever document sets out their policies and was given to you) is what we call "the law between the parties" and it can set any terms that are not contrary to public morals. Paying for missed appointments is standard in many contracts.
