Legal Question in Civil Rights Law in Louisiana

i live in LaSalle parish in Louisiana. Last night the local churches organized and voted to make illegal the sale of "herbal incense and bath salts" within city limits. I am not exactly sure how this decision overnight turned into law. But, now, the next day, it is illegal to sell these products within city limits. My questions 1) Is that legal? for churches to vote on legislation? 2) If it is legal, why do we have elected public officials? 3)What about my right to purchase legal products? 4) What about the businesses in our community which were told they would not be re-issued an operators license if they didnt comply or if they sought legal compensation? None of this seems right, but i dont know about legal.

I suspect you missed something somewhere. Churches do not enact legislation, nor to special interest groups or big corporations. There was a vote of your city council somewhere at some point.

In fact, I believe the entire state has outlawed those products. I seem to recall hearing the Governor on the radio just a couple of days ago saying he was looking to ban those products. They have been linked to at least one death in Louisiana.
