How to go about getting Money Owed

I did a group buy on some generators all where delivered at locations. Everyone paid except one. He gave excuses after excuses and he signed a paper stating he was going to pay me 4000 on x date. never did and when I went to collect the generator he told me oh it was stolen and he will not pay me the money for it. He said if you want it to take him to court. I have the paper he signed and the delivery signature. I called the police got a report and they told me it was a civil case since it was between two people and they had an agreement... Where can I go from there??

Sue him. Probably can do it in small claims district court or city court.
