Legal Question in Civil Rights Law in Louisiana

My neighbor wants to cut trees that are on both of our property lines - I dont want them cut. Can they cut without my permission?

The tree exists where the trunk goes into the ground, not where the branches are. In other words, if the trunk is on your land, it is your tree and he can't cut the limbs on his property without your permission or court order. If the branches interfere with his enjoyment of his property, he can demand that you cut the branches, but he can't do it.
