Legal Question in Civil Rights Law in Louisiana

If the neighbor refuses to trim the pine tree branches that hang high over my property, can I sue him at his expense to trim those tree branches since a limb from his tree has caused damage in the past in my property?, regardless of when that was? i. e. 6 years ago? He also trimmed my small trees without tell me first and cut them inside my property line causing the small trees to lose symmetry and therefore tresspasing into my proeprty. My wife was a witness to this and can I sue him as well.

I have photos of the damage the pine tree limb caused in the past?

A suit for damages must be filed within one year of the damage. You may sue For any damage to your property caused by another but it must be within the year. Crimes of trespass and damage to property must be pursued in the same time period.
