Is it legal to video people at work without them knowing

That depends on several things, such as where the camera is set up and who is doing the recording. For instance, a recorder cannot be set up in a private area, such as a restroom or locker room. Also, only the employer (e.g. landowner or lessee) would likely have the right to set up a camera and then only for a legitimate reason such as security.

There are a lot of variables, but generally your privacy is guaranteed when you are in areas where you have an expectation of privacy. You do not have much of an expectation of privacy in a public area, but you do in more private areas.
