can a convicted felon have a right to bea arms even if it is a cross-bow
or hunting bow?

To my knowledge, the prohibition applies only to firearms, not bows and arrows. You can check the statutes to be sure. Louisiana laws are online on the Louisiana Legislature's website at www.legis.state.la.us. You can also ask your parole officer.
