Legal Question in Constitutional Law in Louisiana

A friend of mine is a resident of Arkansas but is working in Louisiana and has been for over a year. He is staying with a friend (does not have his own place or vehicle). Is this OK? He is worried about it being legal,etc. Is he supposed to switch his residency over to Louisiana?

It is perfectly legal as far as the state is concerned, except that if he stays here that long he is supposed to register his car here, get a license here, etc. It would appear that if he is not doing any of that he is certainly not changing his residency to LA.
