Legal Question in Constitutional Law in Louisiana
How can laws prevent me from planting,growing & cultivating natural product for my personal use that has No Dangers to local agricultural or citizens?

I'm going to go out on a limb and assume you want to cultivate marijuana. In a few states you can do that with a license. In others it is strictly forbidden. Similar restrictions exist regulating prostitution (lawful and heavily regulated in certain Nevada counties, otherwise completely illegal).
The right to make laws (forbid behavior) in Louisiana lies with the State Legislature. They, and they alone, determine what behavior is forbidden in the state. You can either sue to nullify the law or lobby the legislature to change it.
