Want to put a modular home on my property. It's allowed, only if it's off frame. several dealers sell them in the area but local government only approved one of them. Can they endorse this one company and deprieve me of shopping the competition for better prices??

It depends. If there is a legitimate reason for only having accepted the one, the government can do it. If there is some corruption, cronyism, or other similar activity going on, you have a case.
I have a similar case right now involving a local government agency that excluded all contractors except ones that were willing to give "commissions" to a family memeber of one of the politicians. It has been a hard case to prove, but we are doing it. You need to have all of your ducks in a row if you are going to fight them.
I would do some research before you march off to the courthouse. Call these companies (both the "approved" and "non-approved" companies) and see if you can find out why this one company is approved while the others are not. Compare their prices. Look at the owners and see if they are related or associated with any of the council members who approved them. Go online if they are donating money to their campaigns. Dig a little and try to find out the real story.
If you dig up something untoward, pursue it. If you find a logical reason for the sole approval, such as the approved company is the only company to be licensed by the state or theirs is the only product that meets electrical code standards, then you have your answer.
