Legal Question in Construction Law in Louisiana

I rescently had a contractor put in a mechanical sewer system. He went out of business before the system was finished, he was paid but never finished the system. The system was never inspected, does not drain properly, blows sewer water up through air pipes, and found out was not even the proper type tank, metal not concrete. Please what are my options.

There is a home improvement fraud provision in Louisiana civil and criminal law. You can report to the Attorney General's office or the parish Sheriff or city police.
