if a 19 yr. old financed a car and could not afford the car, only made 2 payments then voluntarily gave the car up when they went to reposes it, can the dealership sue the 19 yr old for the difference of the sale price when they sold it to another person? ( said the car was worth 21,000. and sold for 10,000., they want her to pay 11,000.)

Yes and no. Yes they can sue her for the balance after auction. However, under Louisiana law, they must have the car judicially appraised first and they must sell it for at least 75% if that appraised value or they forfeit their right to reimbursement. You'd be surprised how often they don't do that appraisal.
