Credit card bill options
If a person is unable and sick have nothing but social security coming in can they be sued to pay this bill or can the attorney make an arrangement for payments, also if you have someone that is another authorized user of the account can that person try and make arrangement to pay on this account on a monthly basis. If they sue what would happen in a situation like this, person had a stroke only collecting social secuirty have nothing else, no property or nothing.

Assuming that everything you said is true - only income is Social Security and they own nothing, then there are what is called "judgment proof." The creditor can always sue and get a judgment, but it would be difficult to collect the money.
They still owe the money, but there is nothing the creditor can legally seize to satisfy (pay off) the judgment. They are not supposed to try and seize bank accounts with social security money in it, but some creditors do. The only way to get creditors "off your back" is to pay them what you owe, settle with them, or file for bankruptcy protection.
