Can an employer deduct a termination fee from an employees check if there is no signed agreement?

There are certain instances where employers are allowed to make deductions to employee's pay, but they are very limited. I'm not exactly sure what you mean by a "termination fee," but if you are referring to a fee that was deducted just because you are fired, no, your employer cannot make any such deduction.
