Legal Question in Credit and Debt Law in Louisiana

I have a friend that has had a car sitting in her yard for over 3 years. It belonged to her deceased mother. The car is currenlty not working and needs some repairs that she is not willing to fix because she found out the car has a lien on it and she feels its not worth fixing. She contacted the car company to pick the car up but they don't want it. So they are sending her a letter to dispose of the car. I would like the car but i would also like the title for it. Can you tell me if I could get the title for it and if so how?

There is a process that you MIGHT be able to use. Take the letter you get from the company to your local Justice of the Peace. If the value of the car is less than something like $3,500, a JOP can award a title to the vehicle after being shown proof of actual ownership and a good reason why a title from the DMV can't be obtained otherwise.
