I co-signed for a car loan, now I need to get out of it because she won't make the payments regularly. Can it be tranferred to someone else who is willing to co-sign for her?

There are really only two ways to get your name off the car note:

a. Have it refinanced in her name only; or

b. get the bank to voluntarily let you off the hook (very unlikely since they required you to co-sign in the first place).
