Legal Question in Credit and Debt Law in Louisiana

We lived at Fort Polk Louisiana. We was in the newer housing of the post for 18 months. We had moved out. We had our final inspection and they had charged us $1008 to replace the living room carpet due to stains. We agreed to pay in payments. About a week after I had called the housing office to let them know I would like to pay in full in November if we could stop the payments. She agreed and stopped the payments. My friend had moved into our old house around October. She had called me and asked about the patch work in the living room. I told her they replaced it they said. So I called them back and told them I wasnt going to pay since they didnt replace it. They are putting this on my husbands credit has a negative remark. What can I do? I dont believe I should have to pay if they didnt replace it like they said and wrote down

You can make a written dispute of the complex's debt with the credit bureau. This way if someone gets a credit report your disagreement will also be accessed.
