Your wages cannot be garnished until a lawsuit is filed and the creditor obtains a judgment.
A creditor can sue you if you are paying less the amount that is legally owed. Paying $1 a month does not legally prevent them from suing you unless that is what is legally owed.
In other words, if you are not paying the "minimum due" or "payment due," and are only paying $1 per month, they can sue you.
Does this creditor have a judgment against you?
