I have never heard of a bank refusing a full payoff before. I think perhaps there must have been some misunderstanding between you and this clerk. Perhaps what the bank clerk was trying to relay to you is that there are additional penalties and/or fees which have to be paid now that the bank has started the repossession process. I can guarantee you that the bank would rather have your payment than the car. They don't want the car. You should call the bank back and work that out.
