reporting bad debt to credit reporting agency

Can a person just report a consumer to a credit reporting bureau? Is there some kind of notification process before just having a bad debt put on there credit? without giving the consumer a chance to dispute or rectify the debt? I have a debt from 1998 that i am disputing, I just found out in 2001 that the debt even existed, it was for alleged damage to an apartment. the apartment was not damaged when we left. I was never notified that they were alledging damage. again this is from 1998, i have had my credit ran several times and it has just now came up. is there a process of notification before a business can report a debt to the credit reporting agency?

Yes a business or landlord can put derogatory reports on a credit report. You can of course dispute the debt
