Legal Question in Credit and Debt Law in Louisiana

I sold 2 tickets to a football game on e-bay for a game in Louisiana. I listed the tickets at $600 for three tickets. They were bought immediately with the buy it now feature and the buyer called to arrange shipping. He asked that I use a FedEx label that he e-mailed me. He had a high e-bay rating so I sent on the lable as he requested. The package shipped and was signed for the next day. This was a broker who wrote the game details on the label and sent to me as a PDF. The night before the game he filed a refund request on paypal saying the tickets were not received. I had proof of delivery from FedEx but the address where it was delivered was different then the buyer in paypal address so paypall refunded the amount to the buyer. I appealed and lost due to the change of address. The buyer was in North Carolina and has dodged my calls to pay as agreed. I shipped as the the buyer requested but I have no recourse with either e-bay or paypal. I feel we had a contract and I held up my end yet was not paid and the tickets were not returned. What recourse, if any, do I have to collect the amount agreed upon?

You will have to sue in North Carolina. Did you insure the package? You should be able to get the ticket value from insurance.
