Can you be sued again by a plaintiff if they have already dropped their claim in a pass case?

Only if the first case was dismissed by the Court "without prejudice". You can look on the original judgment of dismissal and see if the Court dismissed it "without prejudice". If those two words are not in the Judgment, they can't sue you again.
