Legal Question in Criminal Law in Louisiana
Is there a way to admit past bad acts (even though he was just arrested but never convicted) to the jury in a case of sexual battery and aggravated rape of his minor daughter? Also is there a way to admit to the court a failed polygraph?

Starting with your second question. Polygraph results are not admissable as evidence.
Certain other bad acts are admissable, but most others are not. In order to use those acts against a defendant the prosecutor must notify the defense in advance of the intent to use that evidence. If the defense objects the prosecution must prove to the judge that it should be admissable according to the rules of evidence.
