Legal Question in Criminal Law in Louisiana

Is it possible

I want to know is it possible for someone to be arrested for rape and be in jail for 3 months and not hear anything from anyone like a judge or someone to represent him when there is no evidence on that person. And this is his first time ever being arrested so can you tell me why haven't they released him yet with no evidence.

More information is needed to properly answer your question. He should have had a "72-hour" hearing where a judge tells him his right to counsel and if he should have one appointed.
