Is this bribery?

A friend of mine is serving time for theft. (extrtemely large amount of money) It was because of a gambling addiction. When he was confronted by the victims before he was arrested the victims stated ''as part of your restitution we will not have you prosecuted in anyway'' (Which he has in one of the exhibits given to him by DA's office)They had him arrested and he paid alot of resitution. They prosecuted him anyway. He plead guility. Wasn't this bribery? They also stated in this exhibit that ''they knew he was sick and he needed help.'' Yet they told the judge they wanted him prosecuted to the fullest extent of the law. The DA's office offered diversion twice to the victims and they said no way.I just don't understand how someone would say one thing and do something different.

If they asked for what he owed this is not bribery. It is restitution. If they demanded something that they were not owed, that would be extortion.

While what they did is dishonorable and deceptive, I see no way in which it is illegal if all they demanded was the restitution.
