If these truly are minor tickets, then nobody probably wants to arrest your brother. They probably really want their fines and court costs at most.

If you feel that you need some help, contact your local Veterans of Foreign Wars (VFW) or Disabled American Veterans (DAV) posts. They might be able to both advocate for your brother (the people I'm about to send you to are mostly politicians) and also assist him with his life.

Do you know where the tickets were issued? If they are from District Court, contact the traffic division of the DA's office for that jurisdiction. If City Court, the city prosecutor's office would handle this. Some small towns handle these matters in "Mayor's Court". In those cases contact the Mayor's office. Explain the situation. Your veterans' advocates might be very helpful because no smart politician wants the veterans opposing him. Chances are a compromise can be negotiated.

If this fails, retain a lawyer.
