how do i get a copy of a police report in louisiana? specifically with the calcasieu parish police department?
what is the process for this?

It is either the Calcasieu Parish Sheriff's Office or the Lake Charles City Police. First of all you did not say whether it is an auto accident report or an incident report, as in a crime. If it is a crime report, then you will not be able to get it from any police agency unless and until you are charged and then your lawyer will file for discovery. It could be simplier than that but you don't give us much to work on as to the exact type of report you want. If the report is about someone else, then you probably have no chance of getting it without the help of an attorney.
