Legal Question in Criminal Law in Louisiana

In the state of louisianna,my relative was arrested for simple burglary. At his arraignment his public defender did not show up but the court went on without her and set the charges and court date with no chance to make any deal. Is this legal?

DEals are not normally made at arraignment. There are just too many cases to handle. There should have been a pretrial conference and/or status conference where a "deal" will be discussed.
